I think I have something now...how's this:
my character, being the anomaly he is- has been targeted for a number of years (he'll be 23- i'm thinking ten years of chasing) because he has been able to harness his latent abilities; and ever since- has been a thorn at Maho's side (for reasons which will remain secret for now). This time around though...he'll find himself a target of Bughunter (thank you for the idea partner)...who after his "success" earlier, was re-hired to try his hand on the "anomaly." Of course, he doesn't know that...and is currently at a cafe...

All righty then, people. I have a sketch of what we're going to do soon in Maho. This is subject to individuality; i.e. you customize the situation.
Cailean and Sakura (Heather & Jen) are leaving the mall. Cailean is in the lead on her cycle, Sakura in her car, etc.
Will's character is MIA at the moment.
Al's character (?) is going to meet up with the girls at the cafe. He ought to be there before they are. Will will arrive there after everyone is together. He was going to follow the Agent that was after Cailean, but this Agent alters his route and meets up with other Agents near the Cafe. Overhearing the plan to raide the place, he sneaks in to warn the others, whom he is overly curious about.
Al, your a mage, right? Well...maybe we could incorporate your abilities into this scenario.

Hmm...
...well, let's see, this will be a sort scene, possibly with someone getting captured. Your character could attempt to protect the others, but he misses the one who is taken, which is how the Agents get the opportunity to take him/her.
