I had a very good reason for stopping work on this RPG... but I totally forget what it was.

Today, I was talking about the designs for my country (which isn't in the test game) on the bus. People thought I was some kind of lunatic who wanted to run a ruthless dictatorship. Just becuase I think dealing or manufacturing drugs is an offense punishable by death and the court system should be run by tribunal dosn't make me fanatical, does it?
BTW, I'm picking this up again. What I'm doing right now is working out the value of all the resources, specifically, money. I might not do a seperate monetary unit for each country as was originally planned, just becuase I don't want to deal with it just yet. I want to get a feel of how much money everybody is going to be using and spending. Expect me to make changes to prices as we go along.
What I have now is that a country gets 300,000/turn/city. An average tank costs 50,000, and a cirtain amount of ore (though les then 1 per tank,such as 1 ore/30 tanks). Cities will cost over 1 or maybe even 2,000,000, plus about 5 lumber and 5 ore to build.
Oh, the new power-plant system- If you remember, I took out the power plant sytem for this test game. Though, I said I stil wanted it implemented, becuase its a major factor in real life. Researching more efficiant powerplants will have varying effects- the most general effect are, however, A)Increasing income per city B)Decreasing expenses per city and C)Increasing maximum city population.
The effect will be small at first- for example, skipping 1 oil payment at each city once every five turns.
And about turns- Once a week seems a little too slow. So instead, I think I'm gonna make it "A week or less". If everyone is done early, then that turn is finished early as well. The turn will end when everyone is done. However, one week is the ultimate deadline. If you don't reply in a week, your turn is skipped (though you still gain resources and researchs til continues).
ALSO- Your military is limited in size. Its maximum size is a specific percantage of the population. This percentage depends on your countries beliefs, culture, and current morale (notice- all abstract). You can enact a draft, which increases your maximum army to whatever size you see fit at the cost of morale. You can also enact conscription, which allows you to recruit troops for free- but these troops are always considered 'partisans' (civilians with guns). You can also enact both systems at once (You can buy as many real troops as you want, and also raise as many partisans for free as you want). Both systems will create morale problems, however, and will effect the economy (more people at war means less to work at home), and in extreme cases (such as trying to draft or conscript the entire population), civil disobedience or outright rebelion. Small drafts are generally accepted with only little protest- conscription should always be considered a last-ditch effort under all circumstances.
If your country is threatened, or if your country is fighting a war which the people support, this probably won't be a problem- both of these factors RAISE morale and greatly raise the percentage of population willing to go to war. Also, when directly threatened, you may get partisans automatically- 'partisans' are weak military units who fight for you, but you cannot issue them orders. If they appear they are totally outside your control.
Research (updated)- You choose how much to pay, but every project has a 'sugested cost'. Paying less will result in the prject not getting finished or taking much longer. Paying more will result in the project getting finished faster or better finish results (but not always). Projects vary widely in cost, but they are all generally expensive (the cheapest ones running at about 200,000... more expensive ones reaching the 100,000,000 or even higher ranges). The cost dose not need to be payed upfront, though- you could pay half at the start, and the other half halfway through the project, or make investments per turn... but you have to state the total payment before the project is started and this number cannot be decreased (though it can be increased if you feel like it). You can still only research one project at a time (some military unit upgrades count as research and some don't, depending on the size of the upgrade. It will be taken case-by-case). You may 'pause' a research and research something else, or to save up more money, or any other reason you can think of.
Bare with me here- I know this seems like a lot, it really isn't. Think about it.

Or
"I would like to conscript 1000 partisans from city B."
"Our homeland is being invaded! 2,000 partisans have arisin in City A to fight the threat. 10% more of the population became willing to fight."

"I'll pay 40,000 total. I'll pay it all up front. I want results."
Or
"I'll pay 30,000 total. I'll pay whenever I feel like it and however much I want each time."
Or
"Put the nuclear power research on hold- research this done first. I'll pay 35,000 total. Here's 10,000, I'll pay the rest when I see some results."
